RISC-V: Add riscv-*-* configure support, and minor cleanup.

* config.bfd (riscv32*-*-*): Renamed from riscv32-*-*.
(riscv64*-*-*): Likewise.
(riscv-*-*): Add as an alias for riscv32*-*-*.

ld/
* configure.tgt (riscv-*-*): Add as an alias for riscv32*-*-*.
