Workaround debian change to default value of --as-needed.

gdb/testsuite/ChangeLog:

* lib/future.exp (gdb_default_target_compile): New option
"early_flags".
* lib/gdb.exp (gdb_compile): Undo debian's change in default of
--as-needed.
