* elf32-bfin.c (elf32_bfinfdpic_create_dynamic_sections): Always
create .rela.bss.
(elf32_bfinfdpic_size_dynamic_sections): Set SEC_EXCLUDE flag
for empty .rela.bss and .rel.plt sections.
