Introduce stamp file for hw-config.h

This adds a stamp file for hw-config.h, to avoid unnecessary rebuilds.
It also arranges to remove hw-config.h in "mostlyclean", because the
file is created by "make".

* Make-common.in (stamp-hw): New target.
