Bluetooth: Add missing COMPATIBLE_IOCTL for UART line discipline

The HCIUARTGETDEVICE, HCIUARTSETFLAGS and HCIUARTGETFLAGS ioctl are
missing the COMPATIBLE_IOCTL declaration.
