lib: rename *_IS_TYPE() and *_HAS_ID() macros -> *_HAS_TYPE()

This is to normalize this type of macro.

Since those macros check that a given object _has_ a given type, I
believe "has" makes more sense than "is" (you pass the instance, not the
type).
