lib: rename `BABELTRACE_DISABLE_PYTHON_PLUGINS` -> `LIBBABELTRACE2_...`

This is typically only used for debugging, so change the name to
`LIBBABELTRACE2_DISABLE_PYTHON_PLUGINS`.
