ld: Pass $LFLAGS to PR ld/21703 shared test

$LFLAGS is needed for -shared test.  This fixes

FAIL: PR ld/21703 shared

for tic6x-*-elf.

* testsuite/ld-elf/shared.exp: Pass $LFLAGS to PR ld/21703
shared test.
