Custom branch: stable-2.12-urcu-dep

This branch lower the urcu build time and runtime dependency of lttng-ust
2.12.

This should allows easier upgrade for users who also have urcu code
depending on urcu 0.9. Removing the need to upgrade liburcu for runtime
when performing the transition from stable-2.12 and stable 2.13.
