	- Replace "deprecated" markers with English text spelling out the
	  packet's status and the preferred alternatives.

	  this for a long time.
	- Remove "(draft)" markers on 'z' and 'Z' packets; these have been
	  implemented several times, and have been in use for years.

	* Makefile.in: idestdir and ddestdir go away.  Added copyrights
	  and shift gpl to v2.  Added ChangeLog if it didn't exist. docdir
