convert to_set_trace_buffer_size

* target-delegates.c: Rebuild.
* target.c (update_current_target): Don't initialize
to_set_trace_buffer_size.
* target.h (struct target_ops) <to_set_trace_buffer_size>: Use
TARGET_DEFAULT_IGNORE.
