Append $PLT_CFLAGS to CC for NOCROSSREFS tests

NOCROSSREFS tests don't work with -fno-plt.  This path appends
$PLT_CFLAGS to CC for NOCROSSREFS tests.

* ld-scripts/crossref.exp (CC): Save and restore.  Append
$PLT_CFLAGS.
