cleanup: constify argument passed to dwarf form predicates

	* dwarf2read.c (attr_form_is_block): Make argument const.
	(attr_form_is_section_offset): Make argument const.
	(attr_form_is_constant): Make argument const.
	(attr_form_is_ref): Make argument const.
