(class Relocate, class Scan): Inherit Track_tls.
(Target_powerpc::Scan::local, global): Track tls optimization
and avoid creating plt entry for __tls_get_addr if all uses
are optimized away.
(Target_powerpc::Relocate::relocate): Update to use Track_tls.
