ld: Properly create a symbolic link to tmpdir/ldscripts

Don't create a symbolic link to tmpdir/ldscripts if it exists.

PR ld/27771
* testsuite/ld-bootstrap/bootstrap.exp: Create a symbolic link
to tmpdir/ldscripts only if it doesn't exist.
