Fix: cpp-common/bt2c/logging.hpp: remove one definition of `BT_CPPLOGE_APPEND_CAUSE_A...

`BT_CPPLOGE_APPEND_CAUSE_AND_THROW_SPEC` has two identical definitions,
remove one.
